When will the WTO Appellate Body, paralyzed for five years, recover from the 82nd U.S. rejection proposal?

On December 19, 2019, Jinshi data reported that the WTO Appellate Body officially 'shut down' on December 11, 2019. Five years later, discussions on the resumption of the Appellate Body are still ongoing. Trade ministers from various member states pledged at WTO ministerial conferences (MC12, MC13) to establish a comprehensive operational dispute settlement system by 2024. However, it seems unlikely to achieve this goal by the end of 2024. According to reliable sources, at the WTO Dispute Settlement Mechanism meeting on December 18th local time, the U.S. once again vetoed a proposal to initiate a selection process to fill the vacancy in the Appellate Body. Some WTO members expressed hope to reach a comprehensive protocol before or no later than the 14th ministerial conference (MC14) in Cameroon at the end of March 2026.
